Project Management Study
The Project Management Study was prepared for the Park Planning and Development Division of the Maryland-National Capital Park and Planning Commission in Prince George’s County. The purpose of the study was to evaluate the division’s existing management structure and identify ways to improve staff productivity, project delivery, and overall organizational efficiency.
The division included a professional staff responsible for planning, design, construction, procurement, inspection, and administrative support. Its staff included architects, landscape architects, civil engineers, construction inspectors, procurement personnel, and support staff. Because these roles were closely connected, the study focused on how responsibilities were assigned, how supervision was structured, and how project work moved through the division.
The review included staff interviews and a survey process to better understand what was working well and where improvements were needed. Based on that evaluation, the study recommended changes to the organizational structure so that staff roles and responsibilities would be better defined, lines of supervision would be clearer, and project functions would operate more efficiently.
Terry Brooks, Jr., AIA, brought direct experience to the assignment from his previous role as division chief of the Park Planning and Development Division in Montgomery County. His recommendations provided the director with a practical framework for improving productivity and management accountability within the Prince George’s County division.
A substantial majority of the recommendations were accepted and approved. The study helped establish a clearer management approach for the division and supported more effective planning, coordination, and project delivery.
