PPD Division Efficiency Overhaul
In a notable project, Development Services, LLC was commissioned to assess and enhance the operational efficiency of the Park Planning and Development (PPD) Division within Prince George’s County, Maryland’s Department of Parks and Recreation. Spearheaded by Terry Brooks, Jr., AIA, the project involved a comprehensive evaluation of the division’s management structure, staffing, and processes. The study aimed to identify inefficiencies hindering the timely completion of capital improvement projects (CIP) and proposed a series of recommendations to optimize the division’s performance. By drawing on his extensive experience as a former Division Chief in Montgomery County, Terry Brooks provided a detailed assessment that included staff interviews, process reviews, and strategic recommendations for organizational improvements.
The findings highlighted several key areas needing improvement, such as the need for clearer project management roles, enhanced training, and updated IT infrastructure. The recommendations focused on establishing more explicit roles and responsibilities, improving coordination among staff, and incorporating modern hardware and software to support the division’s unique needs. Additionally, the study suggested refining procurement processes and offering professional certification support to ensure the staff is well-equipped to manage the diverse and complex projects within the PPD. This project exemplifies Development Services’ dedication to enhancing public sector efficiency and fostering sustainable community development through meticulous analysis and strategic planning.
